LEAP Program Description

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

The U.S. Department of State, Foreign Assistance Section in Cameroon (DoS FA) team supports the U.S. Government’s America First Global Health Strategy. This strategy prioritizes contributing to global health improvements, including saving lives and strengthening health systems in Cameroon which ultimately protects both Americans and Cameroonians. The US Government partners with the Ministry of Health as international donors, to implement health assistance-related programs.

The DoS FA team portfolio includes supply chain and logistics, laboratory services, health financing, Malaria and HIV service delivery in the community and health facilities, community health system strengthening and policy change.

Key elements of DoS Supply Chain and Health Systems portfolio include:

  • Supply chain logistics, health financing, and policy advancement.
  • Interventions to strengthen supply chain management and leadership at national, regional, and local levels.
  • Efforts to strengthen the integrated supply chain and logistics management infrastructure, governance, strategic planning and coordination; warehousing and distribution; workforce development; and any LMIS or eLMIS efforts to improve stock management for essential medicines.
  • Ensuring availability and effective use of data for decision-making.
  • Promoting patient-centered pharmaceutical services for easy access and appropriate use of medicines to help assure therapeutic efficacy, patient safety, and the achievement of desired health outcomes.
  • Ensuring coordination with the Government of Cameroon (GRC) and the Global Fund to Fight AIDS, TB, and Malaria, other donor partner agencies and capitalizing on the DOS comparative advantages.
  • Approaches to prioritize cost-effective health interventions and health system sustainability.
  • Strengthening ownership of and accountability for programs by government authorities.

The Senior Supply Chain Advisor will play a pivotal role in implementing the 2030 Vision for Cameroon’s integrated supply chain, ensuring a system free of stockouts through pooled procurement and modernized distribution and that adequate controls are in place to support transparent supply chain management free of any fraud, waste, or abuse. A critical focus of this role is overseeing the transition of the USG’s commodity portfolio from Implementing Organizations-led procurement and distribution to full Government of Cameroon (GRC) management by 2030. The Advisor will also serve as the primary technical liaison between the Cameroon Foreign Assistance Office, the Technical Management Unit (TMU), and the Joint Health Cooperation Steering Committee (JHCSC) to ensure the successful execution of the Health MOU.

The Senior Supply Chain Advisor will be part of the technical staff supporting DoS FA supply chain and health systems portfolio, for commodities and infrastructure. The position will be housed within the Ministry of Health, specifically the DPML, providing expert technical guidance to government units including CENAME, NACC, NMCP, NTP, Zoonosis, DLMEP, DPML, and the UCS, and the Bilateral Health MOU Joint Technical Secretariat.

This position will play a critical role in supporting the phased transition toward 100% domestic funding and full self-reliance for essential health commodities by 2030. The Advisor will support the DPML in carrying out life-saving humanitarian assistance (LHA) service delivery in full alignment with the new Presidential Executive Order (EO) directives.

Objective of Assignment: The DoS FA is seeking a dynamic and experienced Public Health Supply Chain Advisor to provide technical leadership, expertise and guidance to facilitate the implementation of the commodities and supply chain management components of the USG-Government of Cameroon bilateral agreement with the objective of supporting the government’s vision of an integrated health care commodity supply chain system, free of stockouts, that uses a pooled procurement vehicle, and Central and Regional Health Stores for distribution to health facilities.

Responsibilities

As a key member of the Joint Technical Secretariat/Transition Management Unit, position will provide:

Strategic Oversight on MOU Implementation

  • Serve as the lead technical monitor for the Commodities and Supply Chain section of the USG-GRC Memorandum of Understanding (MOU) implementation, ensuring rigorous oversight of performance achievement, program quality, and co-investment accountability.
  • Act as the primary technical liaison to the Cameroon Foreign Assistance Office regarding the update of the Strategic Plan for Strengthening Public Supply Chain of Health Products (2026–2030) and the resulting annual action plans, ensuring the plans fully integrate MOU sustainability milestones.
  • Coordinate USG advocacy efforts toward the revision of national regulations, specifically driving the separation of diagnostic products from pharmaceuticals.
  • Provide expert guidance on the phased transition of procurement and distribution functions to the GRC beginning in 2028, focusing on the architectural shift toward 100% domestic self-reliance by 2030.
  • Provide inputs for an implementation arrangement that supports clear supply chain governance structures, defined roles and responsibilities, and accountability mechanisms, while ensuring continuity of health product supply and alignment with the Bilateral Health MOU and national health supply chain priorities.
  • Oversee the technical reporting of MOU implementation progress to the Joint Health Cooperation Steering Committee (JHCSC) and the Technical Management Unit (TMU), ensuring data-driven visibility into supply chain bottlenecks.

Technical Leadership in Supply Chain Modernization

  • Support the transition from USG-led commodity procurement and in-country logistics support for USG procured commodities, to sustainable national mechanisms while ensuring compliance with USG regulations and aligning with GOC goals and objectives.
  • Participate in national supply chain governance structures (e.g., Supply Chain Steering Committee, Supply Chain TWG) and champion the implementation of the National Supply Chain Strategy (NSCS).
  • Contribute to assessment of NSCS implementation progress and updates to the strategic plan as relevant.
  • Provide coordination and information sharing among supply chain TA providers including USG-funded implementers, The Global Fund Enterprise Resource Planning (TGF - ERP), African Development Bank, and others as relevant.
  • Support integrated (HIV/TB/Malaria) review and use of supply chain data to anticipate upcoming stock tensions and communicating risks to those in the ministry and supporting implementers to ensure stock tensions are addressed before they cause disruptions to the supply cian.
  • Support the government to review and facilitate the adoption of new interventions including innovative distribution models to improve in-country supply chain performance and ensure uninterrupted supply of much needed commodities.
  • Provide specialized technical assistance to CENAME to upgrade infrastructure and management protocols in pursuit of ISO certification and compliance with WHO Good Storage and Distribution Practices.
  • Participate in identifying and prioritizing capacity development activities for strengthening systems and building government expertise in areas such as GS1 traceability, Warehouse ISO compliance, eLMIS integration, and mechanisms to improve country supply chain responsiveness, resilience, and sustainability.
  • Participate in the review of country commodity data for planning and decision-making including forecasting and supply planning to facilitate commodity procurement.
  • Participate in identifying and prioritizing capacity development activities that support the institutionalization of routine stock monitoring and review mechanisms (e.g., monthly logistics reviews, alert systems, and redistribution triggers) to ensure continuous availability of essential health products across all levels of the health system.
  • Support and provide input on continuous quality assurance processes and procedures to ensure continuous availability of safe and effective commodities.
  • Support the development and implementation of strategies to prevent, identify and address risks in supply chain operations, including stockouts, overstocking, fraud, wastage etc.
  • Support program implementation and performance evaluation

Specialized Cold Chain & Lab Commodity Management

  • Support the overall process to establish and monitor Manufacturer-Specific Service Level Agreements (SLAs).
  • Contribute on the planning, procurement and installation of cold chain equipment to prevent temperature excursions and ensure warehouse readiness for sensitive laboratory commodities.

Stakeholder Liaison and Reporting

  • Act as the technical bridge to the Cameroon Foreign Assistance Office, providing data-driven insights and evidence-based reporting to track the successful implementation of Supply Chain MOU milestones.
  • Provide expert technical representation within the Joint Health Cooperation Steering Committee (JHCSC), the Technical Management Unit (TMU), and relevant Technical Working Groups (TWGs) to ensure USG investments are strategically aligned with national health priorities and the 2030 sustainability vision.
  • Facilitate proactive communication between MINSANTE, CENAME, and other U.S. Government agencies to harmonize health assistance efforts and prevent duplication in the supply chain.
  • Lead the preparation and dissemination of briefing materials and progress reports that communicate supply chain performance indicators to senior leadership, ensuring transparency in the transition toward national self-reliance.
  • Participate in identifying and prioritizing capacity development activities that support the implementation of a supply chain performance monitoring framework aligned with the NSCS to track progress, inform decision-making, and strengthen accountability. Ensure this framework with Bilateral Health MoU objectives and milestones and supports post-transition performance oversight.

Key deliverables:

  • Provide regular updates and reports on program progress, challenges, and outcomes to senior leadership and other stakeholders.
  • Framework in place for integrated review and use of commodity data for decision making.
  • Weekly progress reports highlighting successes and detailed monthly technical reports.
  • Prepare briefing materials, talking points, and presentations for senior officials on health systems and supply chain issues.
  • Routine monitoring and performance assessment reports
  • Recommendations for optimizing supply chain system performance.
  • Routine updates, reports, briefings related to progress on key elements of USG supply chain system strengthening support to government.
  • Other deliverables as requested

Reporting:

The Supply Chain Advisor will provide a detailed monthly report to the U.S. Department of State, submitted by the 5th day of the following month. Additionally, the Advisor will submit a weekly progress report to DoS (and participate in weekly calls) to include a short paragraph about main successes and challenges for that week. The format for reporting may be adjusted with concurrence from the COR and or the Activity Manager.

The Advisor will also maintain a functional reporting line to the Director of DPML and the CENAME. The advisor will be expected to contribute as a member of the MOU Joint Technical Secretariat.

Supervision:

In addition to LEAP Global supervisors and POCs, the Advisor reports to the Foreign Assistance Coordinator (or designated). The position has no formal supervisory responsibility but will maintain a POC with the coordinating GRC ministry or department as defined by the role.

Qualifications

  • A Master's Degree in Supply Chain Management, Logistics, Public Health, or Pharmacy, a Doctorate in Medicine (M.D.), or Pharmacy (Pharm.D.) is required.
  • A relevant certification in Health Supply Chain Management, or Logistics is an asset.
  • Minimum of 7 years of experience, primarily dedicated to health products supply chain management;
  • Mastery of the regulatory framework and regulation of health products in Cameroon and or similar country (registration/marketing authorization, pharmacovigilance, etc.);
  • Mastery of the strategic and operational framework for health products supply chain management in Cameroon;
  • Experience with bilateral and multilateral partnerships in health products supply chain management (USG, Global Fund, UN Agencies, etc.);
  • Proficiency in French and English.
  • Proficiency in computer tools and Microsoft Office programs.
  • Excellent leadership, diplomacy, communication, team management skills and strategic planning competencies.

Le Senior Supply Chain Advisor fera partie du personnel technique soutenant le portefeuille de la chaîne d'approvisionnement et des systèmes de santé du DoS FA pour les produits et les infrastructures.
